Despite there being a female turtle for a brief time, that figure atop the cake is definitely the Donatello action figure with a wig and white bandanna! I would love to see a Doug cake, Rocko's Modern Life, Hey Arnold, Batman, X-men (it won't be legit unless it has Gambit), Gargoyles, and of course anything Animaniacs related (that includes spin offs).
